SUMMARY:Speed to Power: What DOE’s AI-Era Moves Mean for Transmission and Affordability
DESCRIPTION:The U.S. Department of Energy’s new “Speed to Power” RFI and draft Advance Notice of Proposed Rulemaking (ANOPR) to FERC call for faster\, smarter action to connect major new loads – AI data centers\, semiconductor fabs\, and advanced manufacturing – to the grid. Together\, these initiatives signal an urgent federal push to build a bigger\, better-planned\, and more affordable grid that can keep pace with rising demand. Both comment periods just wrapped\, offering a great time to revisit what it all means. \nThis ACEG Transmission Time webinar will unpack how DOE’s and FERC’s proposals aim toaccelerate interconnections while keeping electricity reliable and cost-effective for households and businesses. Speakers will explain how improved planning\, defined benefits\, and federal financing tools can expand grid capacity without shifting costs unfairly to consumers. Panelists will explore the implications for affordability\, reliability\, and permitting\, outline how stakeholders can engage in the RFI and rulemaking processes\, and discuss how smarter transmission planning can protect ratepayers while powering economic growth in the AI era. \nFeatured speakers include: \nRob Gramlich – Grid Strategies \nRay Fakhoury – Amazon \nKelsey Bagot – Virginia State Corporation Commission \nSarah Freeman – Regulatory Assistance Project (RAP)

SUMMARY:ACEG Transmission Time Webinar: Keeping the Lights On Strengthening America’s Grid Against Extreme Weather
DESCRIPTION:As extreme weather intensifies across the United States and the world\, the vulnerability of our aging grid is on full display. The heatwave that gripped much of the Eastern U.S. has pushed electricity demand and prices to peak levels\, while recent blackouts in Louisiana highlight the consequences when the grid fails under pressure. \nInterregional transmission—the ability to move power across regions—remains one of the most effective yet underutilized tools to enhance grid reliability\, lower costs\, and reduce the risk of blackouts during climate-driven emergencies. This webinar will explore how building a stronger\, more connected grid can protect communities\, stabilize energy markets\, and ensure reliable power during extreme heat\, winter storms\, and other severe weather events. \nFeatured speakers include: \n\n Andy Kowalczyk – SREA\n John Bernecker – NYSERDA\n Louisiana Commissioner Davante Lewis\n Gretchen Kershaw – Grid Strategies

SUMMARY:ACEG Transmission Time Webinar: Taking a Holistic Approach to Transmission in PJM
DESCRIPTION: Recently\, PJM Interconnection took a major leap forward by approving a $6.7 billion Regional Transmission Expansion Plan (RTEP). The expansion plan includes a $4.6 billion high-voltage transmission backbone to strengthen regional power transfer capacity and interconnect new cost-effective resources\, just in time to support an expected 29.6 GW of new load that is expected to come on to the PJM system in the next 5 years. Bolstering its transmission system will support economic development\, as well as have major cost and reliability benefits for customers across the PJM region. \nAdditionally\, PJM is being more ambitious than ever in proposing multiple projects throughout the region to increase reliability and access low-cost energy\, such as the Maryland Piedmont Reliability Project and a line that would connect substations in West Virginia and Maryland developed by FirstEnergy.  \nPanelists on the webinar broke down the challenges associated with transmission development in PJM and what led to this recent breakthrough. They further discussed why RTEP is so important for customers\, highlighted the benefits and challenges of current transmission projects in the region\, and dove into what more can be done to bolster the grid in PJM and across the country. \nFeatured speakers included: \n\nTimothy Burdis – PJM\nDale Arnold – Ohio Farm Bureau \nTom Rutigliano – NRDC \nCommissioner Michael Richard – Maryland PSC

SUMMARY:ACEG Transmission Time Webinar: Powering Texas: The Case for a 765-kV Transmission Backbone
DESCRIPTION:Twenty years ago\, the Texas legislature passed Texas Senate Bill 20 to designate competitive renewable energy zones (CREZ) and develop a transmission plan to deliver power from CREZ to customers\, while maintaining reliability and cost-effectiveness. Now\, the state is considering construction of a new 765-kV transmission “backbone\,” which would lower congestion costs and energy losses\, boost transfer capabilities\, improve reliability\, and present a tremendous opportunity for economic investment. Development of the higher-voltage system is being considered as part of a plan to support the Permian Basin region\, where the oil and gas industry\, data centers\, and other sources of load growth are expected to push demand to nearly double over the next six years. \nDuring this webinar\, panelists discussed how the state of the Texas power grid has grown over the last two decades\, the challenges and opportunities presented by expanding the grid in the state\, and why it’s crucial that high-capacity lines are prioritized in the coming years. \nFeatured speakers include: \n\nMichael Jewell – Conservative Texans for Energy Innovation\nKris Zadlo – Grid United\nMichael Webber – University of Texas at Austin

SUMMARY:ACEG and ACORE Webinar: Addressing the Need for Interregional Transmission
DESCRIPTION:Recent winter storms have demonstrated the significant economic impacts and potentially deadly consequences for Americans living in regions lacking the capacity to import needed electricity during extreme weather events. In 2021\, an additional gigawatt of transmission ties between Texas and the Southeast could have provided lifesaving power to 200\,000 Texas homes and saved nearly $1 billion during Winter Storm Uri\, which killed an estimated 200 people. Similarly\, greater interregional transmission capacity could have helped avoid rolling blackouts across the Southeast when Winter Storm Elliott struck over the holidays in 2022. \nThe transmission needs demonstrated by these events are supported by dozens of federal\, industry\, and academic studies\, which tout the importance of building new interregional transmission capacity to ensure reliable\, affordable power. In response\, Congress directed the North American Electric Reliability Corporation (NERC) last year to study the existing transfer capability between regions. \nJoin transmission and regulatory experts for a virtual discussion on NERC’s Interregional Transfer Capability Study and prospects for FERC reforming interregional transmission planning. \n

SUMMARY:ACEG Transmission Time Webinar: Checking In on the State of Regional Transmission Planning
DESCRIPTION:A year after publishing the initial transmission planning and development report card\, Americans for a Clean Energy Grid (ACEG) issued a new interim review of regional transmission planning processes updates planning practices and reforms that are underway. \nAcross the country\, several regions have initiated steps to reform their long-term regional transmission planning processes. Many of those reforms are promising improvements. However\, despite the promise\, many of these reforms are in their early stages of implementation and it is not clear what the final outcome will be or how it will impact actual transmission development. \nIn regions where planning reforms have not been initiated\, that may change going into 2025 as transmission planners are currently supposed to comply with the long-term regional transmission planning requirements in FERC Order No. 1920 by June 2025. This webinar checked in on the current state of transmission planning and highlight how each region is handling compliance so far. \n

SUMMARY:ACEG Transmission Time Webinar: A Deep Dive Into Interregional Transmission Planning
DESCRIPTION:Interregional transmission planning is essential for connecting diverse energy resources across regions\, ensuring grid stability\, and reducing customer costs. The North American Electric Reliability Corporation (NERC) is conducting an Interregional Transfer Capability Study (ITCS) study to be filed with the Federal Energy Regulatory Commission (FERC) this December\, and FERC is expected to act on interregional transmission sometime this fall. Americans for a Clean Energy Grid’s forthcoming interregional transmission principles lay out that FERC’s interregional transmission planning rule should include (1) a minimum transfer requirement\, (2) cost allocation\, and (3) the incorporation of interregional\, independently developed transmission lines in interregional planning efforts.  \nDuring this webinar\, NERC presented key data from their forthcoming ITCS study. Then\, panelists discussed how increased interregional transmission can help enhance grid reliability\, what actions should be taken at the state and federal level\, and what lies ahead for interregional transmission planning.  \nFeatured speakers included: \n\nStacey Burbure – American Electric Power\nJohn Moura – North American Electric Reliability Corporation\nNicole Luckey – Invenergy\nJoe DeLosa – The Brattle Group\nChristina Hayes (moderator) – Americans for a Clean Energy Grid\n\n

SUMMARY:ACEG Transmission Time Webinar: Wildfires and Electric Transmission
DESCRIPTION:A recent report from the North American Electric Reliability Corporation (NERC) found that this summer there are anticipated adequacy risks due to expected extreme heat events that affect generation\, wind output\, and transmission systems\, coupled with demand growth. With extreme heat and wildfires increasing in frequency over the last few decades\, it’s more important than ever that the grid is thoughtfully planned to mitigate risks and outages. Furthermore\, recent court decisions in the West about liability for wildfire costs have raised concerns that these extreme weather events could make it more expensive than ever to conduct regular utility businesses — which could have impacts on the clean energy transition\, electricity costs\, and more. \nPanelists discussed the recent and potential future changes to how the costs of wildfires are borne\, the potential impacts on the clean energy transition\, and how new technologies\, smart policy\, and changes to regulation could be a part of the solution.  \nFeatured speakers included: \n\n Riaz Mohammed – EEI\n Melissa Semcer – CWE Strategies\, LLC\n Commissioner Letha Tawney – Oregon PUC\n Jonathan Weisgall – Berkshire Hathaway Energy

SUMMARY:ACEG Transmission Time Webinar: A Conversation on FERC's Regional Planning and Cost Allocation Rule
DESCRIPTION:After nearly two years of consideration\, the Federal Energy Regulatory Commission (FERC) finalized its regional planning and cost allocation rule on May 13. \nNearly all aspects of modern life depend on a robust and reliable power grid. However\, FERC’s last major update to transmission planning policies — Order No. 1000 — came more than a decade ago\, and the electric grid is in a much different place today. As the first major update on regional planning since\, FERC’s new final rule is a major step forward. \nPanelists discussed what is included in the rule\, what states and regions will need to do to comply\, and what this means for ratepayers across the country. They also answered questions from the audience about the future of transmission under these new regulations. \nFeatured speakers included: \n\n Bryn Baker – CEBA\n Larry Gasteiger – WIRES\n Christy Walsh – NRDC\n Tom Coleman – SAFE\n Christina Hayes – ACEG

SUMMARY:History of the Transmission Policy Landscape
DESCRIPTION:Congressman Sean Casten (D-IL)\, Former FERC Commissioner Nora Mead Brownell\, and Rob Gramlich for a discussion on the history of the transmission policy landscape\, with opening remarks from Senator Ed Markey (D-MA). \nFollowing the 1992 EPAct with then-Congressman Markey’s inclusion of an open access requirement\, FERC used that law to issue Order No. 888 in 1996\, requiring public utilities to provide open access transmission service on a comparable basis to the transmission service they provide themselves. \nHow has Order No. 888 impacted the energy industry for the last three decades? What has the transmission policy landscape looked like since then? From the perspective of serving in Congress and FERC\, our panelists explored how the industry has evolved\, where transmission policy stands in the context of recent history\, and how we can use lessons from the past to put forward effective policies in the future. \n

SUMMARY:Grading the Grid: How Well Do Regions Plan & Develop Transmission?
DESCRIPTION:Multiple studies have found the U.S. needs to more than double its transmission capacity to sustain its growing energy demands and safeguard the grid against more frequent severe weather. To better understand if we are on track to meet this need\, a new report from Americans for a Clean Energy Grid evaluates and ranks transmission planning and development across 10 regions. The report finds that in many parts of the country\, grid operators\, utilities\, and states have a ways to go to appropriately plan new transmission in a holistic and proactive way\, though some have begun to make progress. \nAs the study highlights\, smart transmission planning provides major benefits to consumers. In MISO — which earned one of the highest scores — a review found that its “Multi-Value Project” portfolio of transmission lines would have benefits more than twice as large as their costs. In New England\, a recent report from the Brattle Group found that proactively planning offshore transmission would dramatically limit the overall cost of connecting offshore wind resources. \nOn Wednesday\, June 28\, ACEG hosted a webinar featuring an overview of the report and a panel discussion. Featured speakers included: \n\nManish Chaturvedi — HASI\nThomas Coleman — SAFE\nDevin McMackin — ITC Holdings Corp.\nKaren Onaran — ELCON\nZach Zimmerman — Grid Strategies (Report Author)\nModerated by Rob Gramlich — Grid Strategies (Report Author)\n\nView the report card. \nView a recording of the event.
