SUMMARY:ACEG and ACORE Webinar: Addressing the Need for Interregional Transmission
DESCRIPTION:Recent winter storms have demonstrated the significant economic impacts and potentially deadly consequences for Americans living in regions lacking the capacity to import needed electricity during extreme weather events. In 2021\, an additional gigawatt of transmission ties between Texas and the Southeast could have provided lifesaving power to 200\,000 Texas homes and saved nearly $1 billion during Winter Storm Uri\, which killed an estimated 200 people. Similarly\, greater interregional transmission capacity could have helped avoid rolling blackouts across the Southeast when Winter Storm Elliott struck over the holidays in 2022. \nThe transmission needs demonstrated by these events are supported by dozens of federal\, industry\, and academic studies\, which tout the importance of building new interregional transmission capacity to ensure reliable\, affordable power. In response\, Congress directed the North American Electric Reliability Corporation (NERC) last year to study the existing transfer capability between regions. \nJoin transmission and regulatory experts for a virtual discussion on NERC’s Interregional Transfer Capability Study and prospects for FERC reforming interregional transmission planning. \n

SUMMARY:ACEG Transmission Time Webinar: Checking In on the State of Regional Transmission Planning
DESCRIPTION:A year after publishing the initial transmission planning and development report card\, Americans for a Clean Energy Grid (ACEG) issued a new interim review of regional transmission planning processes updates planning practices and reforms that are underway. \nAcross the country\, several regions have initiated steps to reform their long-term regional transmission planning processes. Many of those reforms are promising improvements. However\, despite the promise\, many of these reforms are in their early stages of implementation and it is not clear what the final outcome will be or how it will impact actual transmission development. \nIn regions where planning reforms have not been initiated\, that may change going into 2025 as transmission planners are currently supposed to comply with the long-term regional transmission planning requirements in FERC Order No. 1920 by June 2025. This webinar checked in on the current state of transmission planning and highlight how each region is handling compliance so far. \n

Americans for a Clean Energy Grid’s forthcoming interregional transmission principles lay out that FERC’s interregional transmission planning rule should include (1) a minimum transfer requirement\, (2) cost allocation\, and (3) the incorporation of interregional\, independently developed transmission lines in interregional planning efforts.  \nDuring this webinar\, NERC presented key data from their forthcoming ITCS study. SUMMARY:Grading the Grid: How Well Do Regions Plan & Develop Transmission?
DESCRIPTION:Multiple studies have found the U.S. needs to more than double its transmission capacity to sustain its growing energy demands and safeguard the grid against more frequent severe weather. To better understand if we are on track to meet this need\, a new report from Americans for a Clean Energy Grid evaluates and ranks transmission planning and development across 10 regions. The report finds that in many parts of the country\, grid operators\, utilities\, and states have a ways to go to appropriately plan new transmission in a holistic and proactive way\, though some have begun to make progress. \nAs the study highlights\, smart transmission planning provides major benefits to consumers. In MISO — which earned one of the highest scores — a review found that its “Multi-Value Project” portfolio of transmission lines would have benefits more than twice as large as their costs. In New England\, a recent report from the Brattle Group found that proactively planning offshore transmission would dramatically limit the overall cost of connecting offshore wind resources. \nOn Wednesday\, June 28\, ACEG hosted a webinar featuring an overview of the report and a panel discussion.
