SUMMARY:Grading the Grid: How Well Do Regions Plan & Develop Transmission?
DESCRIPTION:Multiple studies have found the U.S. needs to more than double its transmission capacity to sustain its growing energy demands and safeguard the grid against more frequent severe weather. To better understand if we are on track to meet this need\, a new report from Americans for a Clean Energy Grid evaluates and ranks transmission planning and development across 10 regions. The report finds that in many parts of the country\, grid operators\, utilities\, and states have a ways to go to appropriately plan new transmission in a holistic and proactive way\, though some have begun to make progress. \nAs the study highlights\, smart transmission planning provides major benefits to consumers. In MISO — which earned one of the highest scores — a review found that its “Multi-Value Project” portfolio of transmission lines would have benefits more than twice as large as their costs. In New England\, a recent report from the Brattle Group found that proactively planning offshore transmission would dramatically limit the overall cost of connecting offshore wind resources. \nOn Wednesday\, June 28\, ACEG hosted a webinar featuring an overview of the report and a panel discussion. On June 8\, 2021 at 2:00pm EST\, Americans for a Clean Energy Grid (ACEG) hosted the next installment of Transmission Time where we were joined by co-authors Karen Palmer and Susan Tierney as they reviewed their study\, their perspectives on the future of electric power\, and the role that transmission will play in a decarbonized energy landscape. According to the study\, “transmission planning and expansion have not kept up with the operational and regional delivery needs anticipated in a low-carbon\, resilient electric system.” The authors recommend that “Congress and the states should support the evolution of planning for and siting of regional transmission facilities in the U.S.\, with changes in federal law to: • Establish a National Transmission Policy; • Direct FERC to expand on the policy bases for regional transmission planning; • Give FERC the responsibility to designate new National Interest Electric Transmission Corridors and to approve interstate transmission lines in them; and\, • Direct DOE to provide funds to states\, communities\, tribes to enable meaningful participation in regional transmission planning and siting activities.” \nWatch a full recording of the event. Jennifer Curran\, Vice President of System Planning and Chief Compliance Officer at the The Midcontinent Independent System Operator\, Inc.\, described the successes achieved by MISO’s Multi-Value Projects over the last decade\, and its new Long Range Planning effort. Jennifer oversees a broad array of functions including the company’s transmission and resource planning efforts\, strategic and business planning for system operations and infrastructure planning\, as well as the company’s work to comply with state and federal electricity standards. Many people recognize the importance of transmission but seldom are they aware of how doable it is\, if the right regional agreements are in place. MISO has been working with stakeholders\, Governors\, and other policymakers to assemble plans that work for the region. Jigar Shah is the Co-Founder of Generate Capital\, an investment and operating platform that builds\, owns\, operates\, and finances infrastructure assets. Jigar is known as the Founder of SunEdison\, where he pioneered “no money down solar” and unlocked a multi-billion-dollar solar market\, creating the largest solar services company worldwide. In 2009\, Jigar joined Richard Branson to be the first CEO of the Carbon War Room\, a global non-profit commitment to supporting global entrepreneurs scale their climate solutions. Based on that experience\, he authored Creating Climate Wealth: Unlocking the Impact Economy.  Michael Skelly is a Senior Advisor at Lazard Ltd\, a financial advisory and asset management firms. Skelly founded Clean Line Energy Partners in 2009 and was the protagonist of the popular book\, Superpower by Wall Street Journal reporter Russell Gold. Previously\, Skelly led the growth of Horizon Wind Energy from family ownership in 1999 through acquisition by Goldman Sachs and\, ultimately\, EDP Renewables.
