SUMMARY:Planning for the Future: Diverse Perspectives on the FERC's Proposed Planning Rule
DESCRIPTION:On Thursday\, August 18 at 12 p.m. ET\, ACEG hosted a public briefing to discuss comments submitted in response to the Federal Energy Regulatory Commission‘s notice of proposed rulemaking (NOPR)\, seeking to reform its regional transmission planning and cost allocation policies. \nACEG brought together a diverse set of speakers — representing transmission developers\, clean energy generators\, large energy consumers\, and environmental advocates — to offer their thoughts on the NOPR after submitting their public comments. \nA major buildout of the nation’s transmission system is critical to the development of a modern and clean grid. And yet\, over the past decade\, no new interregional lines have been planned. The NOPR can ensure transmission planning is sufficiently forward-looking as transmission needs grow rapidly in the U.S.\, particularly with growing emphasis on electrified buildings and cars. \n  \nPanelists included: \nAdam Stern\, Manager\, Regulatory Affairs at Enel \nAdrienne Mouton-Henderson\, Director\, Market and Policy Innovation at Clean Energy Buyers Association \nLarry Gasteiger\, Executive Director\, WIRES \nJohn Moore\, Director\, Sustainable FERC Project at NRDC \nSimon Mahan\, Executive Director\, Southern Renewable Energy Association \nView a recording of the event here.  \nTo read ACEG’s statement in support of FERC’s proposed rule\, along with its full comments to the Commission\, click here.

SUMMARY:Transmission Time: National Security Benefits of Electric Transmission
DESCRIPTION:On Monday\, April 4th\, from 3-4 pm ET\, ACEG\, ACORE\, and SAFE hosted a webinar with retired military leaders and senior defense officials for a discussion on the national security benefits of a more robust\, reliable\, and resilient electric system. \n In recent years\, the U.S. has experienced more frequent and severe extreme weather events\, highlighting the need for greater grid resiliency. Moreover\, Russia’s invasion of Ukraine has prompted new concerns about security and serves as a reminder that accelerating the pace of electrification of the U.S. vehicle fleet and renewable energy deployment can reduce the nation’s dependence on global fossil fuel markets\, which can be subject to unpredictable price spikes and the influence of unsavory autocratic leaders. Enhancing resilience will require a more robust transmission grid. This event also examined the electricity-related dependence of U.S. military facilities on surrounding communities. \nSpeakers included: \nGeneral Carlton Everhart II\, Commander\, Air Mobility Command (Ret.); Member\, SAFE’s Energy Security Leadership Council; President\, Everhart Strategic Consulting Group \nDorothy Robyn\, Ph.D.\, former Deputy Undersecretary of Defense for Installations and the Environment; former Commissioner\, Public Buildings Service\, U.S. General Services Administration (GSA) \nVice Admiral Dennis McGinn\, U.S. Navy (Ret.); former Assistant Secretary of the Navy\, Energy\, Installations\, Environment; former President and CEO\, ACORE \nView a recording of the event here.

SUMMARY:Transmission and the Future of Electric Power: A Conversation with the Authors of the New National Academies Report
DESCRIPTION:Earlier this year\, The National Academies of Science\, Engineering\, and Medicine released a new report\, “The Future of Electric Power in the U.S.\,” which undertook a comprehensive evaluation of the country’s changing electric system and outlined recommendations for providing reliable and resilient energy as the U.S. pursues its decarbonization goals. On June 8\, 2021 at 2:00pm EST\, Americans for a Clean Energy Grid (ACEG) hosted the next installment of Transmission Time where we were joined by co-authors Karen Palmer and Susan Tierney as they reviewed their study\, their perspectives on the future of electric power\, and the role that transmission will play in a decarbonized energy landscape. According to the study\, “transmission planning and expansion have not kept up with the operational and regional delivery needs anticipated in a low-carbon\, resilient electric system.” The authors recommend that “Congress and the states should support the evolution of planning for and siting of regional transmission facilities in the U.S.\, with changes in federal law to: • Establish a National Transmission Policy; • Direct FERC to expand on the policy bases for regional transmission planning; • Give FERC the responsibility to designate new National Interest Electric Transmission Corridors and to approve interstate transmission lines in them; and\, • Direct DOE to provide funds to states\, communities\, tribes to enable meaningful participation in regional transmission planning and siting activities.” \nWatch a full recording of the event. SUMMARY:Experts Discuss Opportunities for Transmission in a Stimulus Plan
DESCRIPTION:With national policy discussions taking place about stimulating the economy through infrastructure investment\, transmission is getting some welcome attention. After the COVID-19 health emergency is under control\, getting the economy moving will be a high priority. Transmission not only puts people to work directly\, but major lines also enable job-creating generation projects to move forward that are currently stuck in interconnection queues. Why is transmission suddenly getting more attention as talks around a potential infrastructure stimulus progress? How could transmission policy support both the potential economic recovery and infrastructure modernization? And\, if so\, what specific policies would help enable further transmission development? On Friday\, April 24 from 12-1pm ET\, Americans for a Clean Energy Grid hosted a discussion of these questions with top experts: \n\nChristina Hayes\, VP of Federal Regulatory Affairs\, Berkshire Hathaway Energy\nJigar Shah\, Co-Founder and President\, Generate Capital\nMichael Skelly\, Senior Advisor\, Lazard\n\nRob Gramlich\, Executive Director of Americans for a Clean Energy Grid\, moderated the discussion. SUMMARY:ACEG and FERC Chairs Mark the 20th anniversary of FERC Order No. 2000
DESCRIPTION:“When you look at the resource transformations of the last 20 years since Order 2000\, I don’t believe any of those transformations could have been accomplished in the same way without the regional markets and the regional planning and operation of the transmission system.” – Cheryl A. LaFleur\, FERC Chairman 2014-15   “I would love to have the commission sit down and think about how we can take all these wonderful precedents a step further\, a major step further\, in terms of promoting a truly national electric transmission policy and a robust grid.” – James J. Hoecker\, FERC Chairman 1997-2001\, ACEG Director   “If Congress is serious about wanting a truly clean energy grid across the whole country\, you have to tap the middle of the country to get that big bulk of cheap clean energy to keep the lights on and dispatch accordingly.” – Patrick H. Wood III\, FERC Chairman 2001-2005   “It is time for us to develop a national transmission plan.” – Jon Wellinghoff\, FERC Chairman 2009-2013 \nOn December 19\, 1999\, the Federal Energy Regulatory Commission enacted Order No. 2000\, which encouraged the formation of Regional Transmission Organizations\, under the leadership of then Chairman James Hoecker.
