As electricity bills become the defining kitchen-table issue of 2026, polling from across the ideological spectrum keeps pointing to the same conclusions about how the public thinks about the grid.
Electricity affordability has moved to the center of American politics, and the anxiety is bipartisan and intense. It’s also increasingly tangled up with the data-center conversation: voters across the spectrum now connect new large loads to their own rising costs. A June CBS News/YouGov poll found majorities believe data centers are bad for energy and utility costs where they’re built; a Milltown Partners survey of nearly 7,000 voters found two-thirds cite rising bills as a reason to oppose them — even though only a small fraction of opponents live anywhere near one. That anxiety about costs is now the backdrop for any conversation about the grid — and it shapes how the public hears the case for transmission, which the country has needed for reasons that long predate this moment.
What’s striking is how much the research agrees, including on how to talk to the public about transmission itself. A conservative pollster, a progressive one, and a nonpartisan message-testing shop, studying public attitudes toward the grid separately, all landed on the same conclusions. Here’s what the data shows.
Reliability and affordability both land — but affordability comes with a catch
Two themes come up again and again: reliability and affordability.
Reliability connects to something people feel directly and rarely argue with: the expectation that the lights stay on. Message-testing by Resource Media in the Upper Midwest found reliability to be the strongest cross-partisan frame, moving audiences on both sides of the aisle by roughly the same margin — rare in a polarized moment.
Affordability is just as salient, but the polling surfaces a wrinkle worth sitting with. Well-designed transmission does lower costs over the long run by moving power more efficiently and easing congestion — but that’s not what many voters currently believe. In the Conservative Energy Network’s national survey, conducted by Cygnal, only about a third of voters think grid upgrades will reduce bills over time, while half expect them to raise costs — and that skepticism holds almost evenly across Republicans, Democrats, and independents. In other words, there’s a real gap between what the evidence supports and what the public assumes. The CEN data reads less as a verdict on whether transmission saves money and more as a signal of how much ground there is to make up in explaining why it does.
What voters say about who pays
The clearest area of agreement across the polling is accountability. In the CEN/Cygnal poll, 83% of voters — including large majorities of Republicans, Democrats, and independents — support requiring data centers and large industrial users to show how they’ll power their operations before they can build. A majority also say those large users, not ordinary customers, should bear the cost of the grid upgrades they trigger. And the sentiment underneath is consistent: a large share of voters say their single biggest worry is corporations reaping the benefits while ratepayers foot the bill.
That concern about fairness shows up elsewhere, too. In Climate Power and Blue Rose Research polling, utility costs ranked as the single most concerning data-center issue, and voters said they trust their governor to protect their communities more than any federal actor.
Our takeaway, for what it’s worth: whatever one makes of data centers themselves, much of the anxiety traces back to a single question of who pays. That points to something concrete and within reach: making sure the costs a large load creates land with that load, rather than on everyone else’s bill.
Local benefit isn’t optional
The polling is also clear that people want the process to respect the communities a line runs through. Support for speeding up transmission permitting is strong — but in the CEN/Cygnal data, it depends on the guarantee that landowner rights are maintained. Nearly three-quarters back permitting reform with that protection in place, and the qualifier is doing real work. The benefit has to be grounded locally, and the process has to honor landowner concerns.
What this adds up to
The most encouraging signal is who agrees. When a conservative pollster, a progressive one, and an independent message-testing shop all arrive at the same guidance, that’s not noise. Reliability resonates across the aisle. Affordability matters enormously, but the public isn’t yet convinced transmission helps — so there’s a story still to tell. Voters want fairness on who pays, and they want local rights respected.
It’s also worth remembering that the demand driving all of this is broader than any single source. Data centers are the headline, but manufacturing, electrification, extreme weather, and economic growth are all pushing on the same grid. The affordability and reliability questions voters are asking apply to the whole system — not to one kind of customer.
None of this points to a new argument. It points to telling the one the evidence already supports, clearly and in the order that meets people where they are.
