On October 12, Americans for a Clean Energy Grid submitted comments to the Federal Energy Regulatory Commission (FERC) regarding the Advance Notice of Proposed Rulemaking (ANOPR) presenting potential reforms to improve the electric regional transmission planning and cost allocation and generator interconnection processes. The key points addressed within the comments include:
- Current tariffs are unjust, unreasonable, and unduly discriminatory
- We need holistic transmission planning with FERC review of regional plans
- Replace interconnection queue policy with reasonable planning and cost allocation policy, and cost allocation should be based on the beneficiary pay principle
- FERC has authority to do this and should proceed rapidly to NOPR(s) and final rule(s)
